The Representative for Children and youth (RYC) was created and governed by a provincial statute called Representative for Children and Youth Act passed on May 18, 2006. According to the government of B.C., the mandate of the RYC is to improve services and outcomes for children in B.C. through advocacy, accountability and review. On November 22, 2006, an all-party Special Committee unanimously recommended to the Legislative Assembly that Mary Ellen Turpel-Lafond be appointed for a five-year term as Representative for Children and Youth. She is entitled to receive a salary equal to the salary paid to the chief judge of the Provincial Court of British Columbia.

Once every four months, the Office of RYC publishes reports (in pdf format at the point of writing) on critical injuries and deaths on children and youth in care of Ministry of Children and Family Development (MCFD) or receiving reviewable services within the previous year. For the ease of reference, this web page summarizes these statistics in html format. Please click the icon on the left to view these reports.

This update provides an overview of reviews and investigations of child deaths (26) or critical injuries (48) which occurred between February 1 and May 31, 2008. The Representative’s reviews and investigations will identify and analyze recurring issues, to help prevent similar deaths or injuries in the future, and to inform improvements to services.
